The Smart Economy Summit opened in Beijing on July 29. Taking the theme of “Intelligence Leads Development, Innovation Drives Change”, the summit explored the development path of the smart economy. “Ecological City”, “China Big Data Valley”, Guiyang and Gui’an New District have seized the opportunity to gradually find a new path of high-quality development based on the digital economy. Since 2013, Guiyang and Gui’an have reshaped the city’s core competitiveness with big data and achieved “leapfrog” development of the big data industry from “preparation”, “full settlement” to “concentrated effect”. Thanks to the advantage as the first core area of the big data comprehensive pilot zone in China and the national platform of the Big Data Expo, Gui’an and Guiyang has become the source and demonstration highland for big data innovation in the new era.

Create a city of future that “grabs new opportunities” in the digital economy

As the first core area of the big data comprehensive pilot zone in China, Guiyang and Gui’an New District provide smart experiences and plan models for the development of national and global digital economy. They have seized opportunities in the development of big data and digital economy, thus achieving a new leap in the digital industrialization. A full industrial chain is established centering on data centers, its upstream and downstream industries, electronic information manufacturing, software and information technology service industries. Gui’an and Guiyang has carried out enterprise cultivation and industrial investment promotion, advanced the high-end development of the industrial chain, explored the innovative cooperation model of the “Guizhou Cloud Service Base+ the Eastern Cloud Service Market”, cultivated a group of excellent and strong enterprises based on the development and utilization of data resources, and strived to create three hundred-billion-level special data integration industry clusters of data center, electronic information manufacturing, and software and information technology service industries.

New achievements have been made in promoting the digitalization of the industry. The “Million-Enterprise Integration” action has been waged to give full play to the overlapping and multiplier effects of big data, empower the building of the “new four modernization drives”, accelerate the establishment of an industrial Internet identity resolution system, and advance the digital and intelligent transformation of the real economy based on network. Efforts have been made in promoting the sound development of the platform economy and building ten nationally competitive digital integration ecosystems, including Internet-based freight, digital financial technology, Beidou application, and industrial Internet.

New results have been achieved in promoting digital governance. Focusing on the building of smart cities, Guiyang has made overall planning and step-by-step implementation of “management by an integrated network”, sped up the establishment of digital city operation and dispatch center as well as digital and smart Guiyang community, comprehensively advanced the exemplary role of digital technology in market supervision, social governance, public services, urban management, and emergency response. The “Guiyang Mode” for the digital transformation of urban operation management is formulated.

Guiyang has ushered in new breakthroughs in building a modern information infrastructure system. Taking the opportunity of building a national hub of a national integrated computing power network and centering on “digital network”, “digital link”, “digital chain”, “digital brain” and “digital shield”, Guiyang has focused on building a more complete modern information infrastructure system, carried out cross-regional computing power output to the eastern region, and coordinated with regions such as the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, and the Chengdu-Chongqing dual Economic Circles in terms of computing power resource. Guiyang has taken the lead in data ownership verification, data pricing, and asset evaluation, focused on market-oriented reform of data elements, and reorganized and upgraded the Guiyang Big Data Exchange to put in place sound rules and regulatory mechanism for data circulation trading and establish a coordinated, efficient, safe and orderly data element circulation system. Gui’an and Guiyang have attracted relevant market entities such as domestic transaction matching and asset auditing entities to settle in to form a data circulation trading market to serve the nation and explore the cooperation model innovation of “Guizhou Data Trading Market + Eastern Data Circulation Resources”.

Create an innovative city led by the core competitiveness of big data

Breakthroughs have been made in domestic databases and sovereign blockchain technologies, including the establishment of the country’s first big data exchange, the building of the national cyber range for big data security of real network attack and defense, and the publication of the big data multilingual professional reference book “Data Dictionary”... Gui’an of Guiyang has made efforts to explore the frontiers of big data development and lead the way in the field of big data innovation, thus becoming an important pioneer in the development of global big data innovation.

Taking the opportunity of building a pilot city of the “Science and Innovation-driven China”, Guiyang is striving to build a technology innovation-driven city featuring big data and takes the city as the carrier to gives full play to its role as the provincial capital in leading Guizhou and orienting towards the whole country. Guiyang and Gui’an aggregates its advantageous resources of digital economy and plans to build a leading digital economy innovation zone in China to create a core area for digital economy development, a source of scientific and technological innovation, a concentrated area of talents, and a new model of smart city. The cooperation model of “Guizhou Big Data Experimental Field + Eastern Digital Economy Innovation Exploration” will be explored to stimulate local innovation and entrepreneurial vitality and promote high-quality economic and social development.

Guiyang and Gui’an has promoted coordinated and integrated development, and built a new smart city that integrates industry and city development. Guiyang continues to optimize the spatial layout of Big Data Expo Avenue, strengthen the integration of industry and city, and promote the two-way extension of Big Data Expo Avenue to both north and south, extending from the core area of 22 kilometers to 62 kilometers.
