Big Data-powered Nationwide War on Coronavirus

Over the past week, all people across China but the frontline epidemic fighters have been staying at home as long as possible, which is the best thing they can do for the moment. As a key enabler for various industries, big data technology is also contributing its bit to epidemic controls. A circular of Feb. 9th from the Cyberspace Administration of China encourages enterprises where conditions permit to use big data to analyze and predict the movements of confirmed and suspected cases as well as their close contacts. Furthermore, statistics show that local governments and competent authorities have spared no effort in the big data-powered war on coronavirus. Let us take a look.

Langfang, Hebei

Real-time connection of epidemic inspection and clinical records

“Self-check and Reporting”, a new feature of Langfang NCP Control Command’s app, has been used by an increasing number of citizens. With the feature, users can give an account of their recent travel histories and health conditions, facilitating epidemic controls without so much as leaving their home.

By dint of the public health information platform, our epidemic inspection records are connected in real time with health files, electronic medical records, and fever clinic records. Indeed, the platform serves as an information channel between medical institutions and social stakeholders. It can keep communities as well as frontline medical workers on their toes,” said an insider.

 

Jinan, Shandong

12 public health functions

The newly-launched Jinan Epidemic Information Platform has 12 public health functions, which mainly include one-click search of real-time epidemic situation, the map of designated (fever) clinics, and online fever diagnosis. It connects local home birds to convenient, efficient health services.

The platform is co-developed by Jinan Municipal Health Commission, Jinan Center for Disease Control and Prevention, Tencent’s Electronic Health Card team as well as the Wechat official account and app concerned. Other features include real-time epidemic situation, quick search of affected housing estates, intelligent Q&A, basic facts, rumor rebuttal, and fever self-check.

 

Luzhou, Sichuan

Targeted epidemic controls

By Feb. 10th, a community in Longfeng Town, Xuyong County, Luzhou had been able to track residents’ movements by scanning the barcode produced by each of those who intended to exit. It takes only two seconds for the collected information to be automatically fed into a computer near at hand. Manual recording of movements, in contrast, is inefficient and tedious.

Before the epidemic outbreak, Xuyong County organized an exhaustive survey on poverty. The data thus collected were conveniently used to establish the NCP control system of Longfeng Town. Among the striking features of the system are efficient management of big data, targeted identification, intuitive operation, sustainability and traceability.

 

Hangzhou, Zhejiang

Epidemic information sharing

In the course of joint epidemic controls, Zhejiang has fully unleashed its advantages in big data and combined forces to ensure the distribution of important materials. According to Hangzhou Municipal Health Commission, its novel coronavirus control system based on City Brain, a new-style urban governance platform, is able to compare and share its own data with those of public security organs. Competent authorities can stay tuned on Hangzhou’s daily arrivals from main epidemic-stricken areas for the purpose of early intervention and dynamic management. Such information will also be shared among local districts and counties to make the anti-epidemic efforts more effective.

 

Nanchang, Jiangxi

Throwing up the big data platform for epidemic controls in three days

On Feb. 8th, Nanchang Epidemic Emergency Control Command officially launched a big data platform after three days of indigenous innovation. The platform logged over 100,000 visits in the first two hours of operation, and more than 300,000 registrants in Day 1. By means of health profiling and big data analytics for the city’s arrivals, the platform keeps a weather eye on the people from epidemic-ridden areas and those with abnormal temperature.

The system features eight functional modules, namely “authoritative releases by the Command”, “real-time epidemic situation of Nanchang”, “map of designated fever clinics”, “fever self-check”, “travel histories of confirmed cases”, “self-reporting and whistleblowing”, “face mask ordering” and “free online diagnosis”. It “datafies” and computerizes epidemic controls while tracking entries/exits at municipal, community and village levels.


Zhengzhou, Henan

Collection of 16 million pieces of data on the epidemic situation

Zhengzhou Big Data Administration has used big data and AI in top-down design of municipal epidemic controls, policy release and resource distribution, according to the 6th press conference on epidemic control in Henan on Feb. 9th. Epidemic information sharing channels have been opened for competent departments in Zhengzhou. So far, the channels have collected 16 million pieces of data in 42 categories - regarding the city’s confirmed and suspected cases along with their travel histories and close contacts.

Furthermore, Zhengzhou has teamed up with Alibaba Group to develop an integrated data platform for epidemic control. The platform features the fever clinic registration system, DingTalk statistical system for epidemic survey, and epidemic trend analysis system. Feb. 10th saw the launch of a health registration and management system for the 10,861 housing estates across the city.

 

Kunming, Yunnan

NCP service platform with 11 functions

On Feb. 9th, Yunnan Center for Disease Control and Prevention launched on its WeChat official account the provincial NCP service platform. The platform has 11 practical functions: “news on Yunnan’s epidemic situation”, “real-time epidemic information in Yunnan”, “real-time epidemic information in China”, “fever self-check”, “map of designated (fever) clinics in Yunnan”, “self-reporting and whistleblowing”, “housing estates with confirmed cases”, “travel histories of confirmed cases”, “intelligent Q&A on coronavirus”, “real-time rumor rebuttal”, and “basic facts on NCP”.

 

Guiyang, Guizhou

50,863 data exchanges

Guizhou’s government services portal (Gzegn.gov.cn) has opened on its mobile app a special zone for epidemic control services. Currently, the zone supports online diagnosis along with big data analytics and visual representation of key information (e.g. number, trend, gender, age, and demographics) on the confirmed and suspected cases across the province’s nine cities/prefectures.

Moreover, Guizhou has launched an online government services platform with smooth data channels. Since Jan. 21st, the platform has handled applications for data sharing and exchanges from 40 local governments (e.g. the General Office, Public Security Department, and Civil Affairs Department of the provincial government) and five cities/prefectures. Based on 50,863 requests, some 8.535GB of data have been exchanged, according to the Big Data Development Administration of Guizhou Province.
